What about the Essex County Home Improvement Program (HIP), does that cover it too?
Not on paper. HIP is a CDBG-funded deferred loan through the Essex County Division of Housing & Community Development (973-655-0200), and its published eligible-work list is heating, roofing, plumbing, electrical, and code violations. Stairlifts aren't named. If you're pursuing this route, call the division and ask directly whether an accessibility modification can be bundled into a broader rehab scope before you count on it.
Is there state or federal funding on top of the county program?
New Jersey's Jersey Assistance for Community Caregiving (JACC) program covers non-Medicaid seniors up to $929.88 a month, $11,158.56 a year. If you're on NJ Medicaid MLTSS instead, a stairlift can be covered through the managed-care Plan of Care with no fixed cap, approved case by case.
