It comes down to the run, not the address. A straight-rail lift for one flight, which is most of what I quote here since single-story is the dominant housing type, typically prices in the low-to-mid thousands installed. Curved rail costs more because the track has to be custom-fabricated to the turn, and that comes up more often in the two-story homes attached to the golf and country club developments than anywhere else in town.
Not for the lift itself, but there's extra time built into the visit. Getting equipment past a guard gate, coordinating with an HOA on exterior unit placement, working around a golf cart in the garage instead of a second car. None of that changes the hardware price, but it can add a scheduling step or two that a non-gated home doesn't need.
A little. Del Webb's split-entry layouts sometimes mean a shorter interior run than the sunken-living-room style common in the older mid-century tract housing, so I've seen those jobs land toward the lower end of the straight-rail range. Either way I give the real number after I've walked the actual stairs, not off a floor plan.

The rail mounts to the treads. Curved installs, more common in the two-story homes near the golf clubs, take longer because the track gets custom-built to the staircase first.

In most of the gated golf and country club communities, yes, check with the HOA before scheduling, especially for anything visible from outside like an exterior rail or landing platform. The County of Riverside Senior Home Rehabilitation Grant Program, administered through NPHS, goes up to $25,000 per homeowner for owner-occupied rehab.
