PASSPORT is a Medicaid HCBS waiver for Ohioans 60 and older, and the Council on Aging of Southwestern Ohio, which runs it for Hamilton County, lists Home Modification as one of the covered service categories, alongside things like medical equipment and personal care. Neither names stairlifts line-item, but home modification is explicitly what both programs fund.
This one has a real catch worth knowing before you apply. The VA's HISA grant, up to $6,800 for a service-connected disability or $2,000 otherwise, explicitly excludes stair glides, listing them alongside portable ramps and porch lifts as "removable equipment" rather than a structural alteration, so HISA money won't fund the lift itself. The route that does work is a stairlift prescribed through VA Prosthetics as durable medical equipment, which has no fixed dollar cap and runs through your VA medical facility. Cincinnati VA Medical Center is the local one for Hamilton County. Best first call is the general VA benefits line, 1-800-827-1000, to get routed to Prosthetic and Sensory Aids Service.
