I always start with a tape on tread one and a level on the nose of the stringer before I ever quote a rail length.

The newer subdivisions like Windsor Creek and Twelve Oaks were built with deeper treads, but the carpet pad over plywood means I need to confirm the screws bite into a joist or stringer, not just plywood. If I cannot find solid wood, I will set a sister stringer rather than rely on a toggle. That is the difference between a rail that lasts twenty years and one that loosens in five.
