Bloomsburg's floodplain is bounded by the Susquehanna River to the south and Fishing Creek to the north and west and can cover up to a third of the town during major floods; Tropical Storm Lee pushed the river to 32.75 feet in 2011, versus 31 feet during 1972's Hurricane Agnes.

Bloomsburg's low ground floods hard -- Tropical Storm Lee pushed the Susquehanna to 32.75 feet in 2011, higher than the 31-foot crest during Hurricane Agnes back in 1972, and when the river and Fishing Creek both rise, close to a third of town can end up underwater. The houses that made it through both events, especially the older two- and three-story places in the Bloomsburg Historic District around Market Square and the David Stroup Fountain, still have the same stairs they were built with well over a century ago. A stairlift bolts to those original treads without cutting into the structure, which counts for something in a town that's already asked its old buildings to hold up through a lot.

What makes Bloomsburg different
Why a stairlift installed in Bloomsburg, PA is planned around the way this specific community lives, not stamped out from a one-size-fits-all template.
The Bloomsburg Historic District and the Rupert Covered Bridge are listed on the National Register of Historic Places, and the town's David Stroup Fountain at Market Square was erected in 1892 and restored in 1982.

Stairlift Service Across Columbia County
Along Market Street and East Street, Victorian-era row homes line the historic core — narrow staircases, original hardwood treads, turned banisters that almost always need a curved rail at the top landing. The Iron Street blocks have steep early-1900s straight-runs typical of mill-worker housing. Fort McClure Boulevard runs through post-war Cape Cods and colonials with standard 14-foot stair runs and carpeted treads. The West End near the Bloomsburg Fairgrounds has mid-century ranches with wider treads and open floor plans. Hillside homes above East Main Street sit on grade changes with exterior steps that suit outdoor lifts. Newer construction near Lightstreet Road includes split-levels and ranches that simplify a straight install.

Hear It From Your Bloomsburg Neighbors
The kinds of staircases and installs we see across Bloomsburg's older and newer homes alike. Drag to scroll, or use the arrows and dots below.
We've lived in our row home on Market Street since 1981 — steep oak stairs, original banister, no room for error. Luis mounted the rail into the treads without touching the banister and the folded seat barely takes up any room. My husband gets upstairs on his own again after two months of sleeping in the den.
Our Victorian on East Street has that tight turn at the top of the stairs — two other companies said they couldn't do it without tearing out the landing wall. Luis scanned the whole run and fabricated one curved rail. My mother rides from the front hall to the bedrooms without stopping. Five months and no service calls.
I'm a Vietnam veteran and the Wilkes-Barre VA wrote my HISA prescription. Luis prefilled the paperwork and the $6,800 grant covered the bulk of the install. I was riding the lift six weeks after my first phone call. No runaround, no forms I had to sort out myself.
The Columbia-Montour Aging Office helped me apply for the OPTIONS program and Luis handled the install three weeks after the funding came through. I haven't slept on the couch since November. The lift folds flat and the stairway is still wide enough for my walker.
Our hillside home above East Main has exterior stairs on a grade change that ice over every winter. Dad fell on them last January. Luis installed an outdoor lift — freeze-rated, sealed against the Susquehanna Valley humidity, battery backup. He uses it every day through snow and rain without a single problem.
I use a power wheelchair full-time and a standard stairlift was not an option. Luis installed an inclined platform lift with yellow safety edges along our indoor stairs. The HISA grant and Pennsylvania Community HealthChoices covered everything. I roll onto the platform and ride between floors without getting out of my chair.

Everything Bloomsburg Homeowners Actually Ask
Straight answers about cost, installation, and funding, no sales fluff. Browse by topic or call us if you have a question that isn't here.
What does a stairlift cost in Bloomsburg?
It comes down to the staircase more than the street. A straight run costs less to install than a curved rail custom-bent for a landing or turn, and Bloomsburg's older historic-district homes near Market Square more often need the curved option than the newer sections of town do. With homeownership at 37%, a smaller share of Bloomsburg households actually own the home they'd be modifying, but for those who do, financing and waiver funding can bring the upfront number down substantially.
Are there financing options if I can't pay for a stairlift upfront?
Yes. The PA Assistive Technology Foundation offers loans up to $60,000 for home accessibility equipment including stairlifts -- a 0% Mini-Loan for amounts between $100 and $7,000, or a 3.75% Low-Interest Loan for anything above that, and there's no income cap to qualify. Most installers, us included, also offer standard payment plans so the cost isn't due in one lump sum.
How long does a stairlift installation take in Bloomsburg?
A straight-rail install in a single afternoon is typical. The older homes around the Bloomsburg Historic District more often need a curved rail built to the exact bend in the stairwell, which takes longer to fabricate beforehand, but the install day itself is still usually done in a matter of hours.
Will a stairlift damage the trim in my historic-district home?
No. The rail mounts to the stair treads, not the wall, so original banisters and woodwork stay untouched. That's worth knowing in Bloomsburg, where a lot of the housing stock near Market Square predates the David Stroup Fountain, which itself was erected in 1892 and restored in 1982 -- these are staircases built to be lived with for generations, and we measure with that in mind.
If Bloomsburg floods again, can a stairlift be removed or protected?
A stairlift itself sits well above floor level on the stair rail, so rising water on the ground floor isn't a direct threat to the unit the way it is to appliances or wiring. Given that Bloomsburg's floodplain -- bounded by the Susquehanna to the south and Fishing Creek to the north and west -- has covered up to a third of town in past events like the 2011 Tropical Storm Lee flood, it's a fair question to ask before install, and we can talk through battery backup and mounting height for homes in the flood-prone sections.
Does Medicaid cover a stairlift in Columbia County?
It can, through Pennsylvania's Community HealthChoices (CHC) waiver, which explicitly covers home adaptations including stairlifts as part of an approved person-centered service plan -- there's no fixed published cap, the amount is set case-by-case by your managed care organization, and modifications need prior authorization. Call the PA CHC/OLTL Participant Line at 1-844-824-3655 to start that process.
Is there a local program for home modifications in Bloomsburg?
Two are worth calling. The Columbia County Housing & Redevelopment Authority runs an Adaptive HOME Modification Program funded through HOME/CDBG dollars (570-784-9373), and the state-funded OPTIONS Program offers home modifications as a supplemental service with no income limit to qualify, though a sliding-scale co-pay may apply. Start with the Columbia-Montour Aging Office at 570-784-9272 -- they assess need and route you to whichever program fits, including OPTIONS and CHC.
Will VA benefits pay for a stairlift for a veteran in Bloomsburg?
A veteran can qualify for a VA Specially Adapted Housing grant up to $126,526 or a Special Home Adaptation grant up to $25,350 (both FY2026 figures), usable up to six times over a lifetime, or get a stairlift covered with no fixed dollar cap through VA Prosthetics when it's medically prescribed. Call 1-800-827-1000 to start that referral, or reach out to Roads to Freedom Center for Independent Living of North Central PA at 570-327-9070 -- they also help veterans and other residents with home modification funding.

Most of my calls here come from the older streets near Market Square and the historic district, where the staircases are original to houses built long before anyone thought about a stairlift. Homeownership in Bloomsburg sits around 37% -- a lot of the town rents, mostly students near the university -- so the owner-occupied houses I do get called to are usually older folks who rode out both the '72 and 2011 floods in the same house and have no interest in leaving it now. Those staircases tend to run narrow and steep by today's code, so I spend more time measuring before I ever quote a number.
