We have lived in the P Section since 1983, bought from the original ITT sales office. The stairs to the bonus room have been a problem since my husband turned 78. A straight run, one flight, no turns, usually lands between $2,000 and $4,500 installed, and that covers a fair number of the simpler two-story homes in the older ITT-platted sections. Palm Coast's canal-front houses more often have a landing or a turn partway up because of how the lots were designed around the water, and a custom-curved rail for that runs closer to $8,000 to $15,000 since it has to be built to the exact stairwell.
Most of the 55+ developments here are single-level by design, which is part of why they attracted the retiree population that's now 29.9% of the city. Where I do get calls from those communities, it's usually for a multi-level villa or townhome floor plan, and pricing follows the same straight-vs-curved logic as anywhere else in town: it's the stairwell shape, not the neighborhood, that sets the number.
FAAST's New Horizon Loan Program offers low-interest financing for stairlifts and home modifications, generally in the $3,000 to $30,000 range, worth a call before ruling out an install on cost alone. Homeowners here can also look at Florida's standard Homestead Exemption plus the Senior Additional Homestead Exemption, which won't hand you cash for the lift itself but can free up to $50,000 plus another $50,000 in property-tax base reduction that some households redirect toward accessibility work.
A straight staircase in one of the older ITT-era single-family homes can often be measured and installed the same day, since there's no custom rail to fabricate. The two-story canal-front homes more commonly need a curved or multi-turn rail built to that specific stairwell, which pushes the timeline out to a scheduled install date rather than same-day.
Not really. Palm Coast sits at about 30 feet of elevation on flat, engineered ground, so there's no grading or foundation issue to work around the way there might be on a hillier lot. What does matter is the salt air off the saltwater canal side and the Intracoastal border; I spec marine-grade track hardware for those homes so the rail isn't corroding within a couple of years.
Not structurally. A stairwell is a stairwell whether it's in a 1970s ITT ranch house or a newer 55+ development. The main difference is frequency: since most 55+ product here is single-story, jobs cluster more in the multi-level canal-front houses and the older two-story stock than in the retirement communities themselves.
Possibly, through the Statewide Medicaid Managed Care Long-Term Care program (SMMC LTC), which lists "Home Accessibility Adaptation" as a mandatory covered service, but the official description points to examples like grab bars and modified toilet seats, not stairlifts by name, so approval is plan-dependent and requires medical-necessity prior authorization. AHCA administers the program; check your specific plan's coverage before assuming it's included.
ElderSource is the Area Agency on Aging for Planning and Service Area 4, which covers Flagler County along with Baker, Clay, Duval, Nassau, St. Johns, and Volusia. Through its Community Care for the Elderly and Home Care for the Elderly programs, ElderSource can fund home and environmental modifications for enrolled seniors; stairlifts aren't named explicitly, but it's worth a call to 904-391-6699 (or the Elder HelpLine at 888-242-4464) to ask what's currently authorized.
Not through the HISA grant: the VA explicitly excludes "porch lifts, and stair glides" and stair lifts from that benefit, even though HISA itself is worth up to $6,800 for a service-connected veteran or $2,000 non-service-connected. A stairlift instead has to go through VA Prosthetics as a medically prescribed item, which has no fixed dollar cap but requires a physician's prescription and VA approval, a meaningful distinction given how many veterans have settled in this retiree-heavy part of Flagler County.
