Horseheads is split between two construction eras and the rail plan has to match the framing. The post-war ranches along Westinghouse Road were built with 2x10 stringers and shallow 9-inch treads, which is fine for a slim straight rail but unforgiving on the upper newel clearance. The newer split-levels north of NY-13 have laminated I-joists, and that means the anchor screws need to bite into the stringer side, not the tread plate.

I have measured stairs in Breesport, Pine Valley, and Orchard Knoll for the past fifteen years, and freeze-thaw is the silent killer here. A rail anchored into a damp basement-stringer in March will work loose by November if the anchor is not stainless. I always spec stainless lag bolts on every Horseheads install, no exceptions.
