A lot of Quail Creek homes were built single-story specifically for active-adult buyers, so plenty of residents there never need a lift for the main living space — it's the two-story houses in Rancho Sahuarita and the older parts of town where I'm quoting a straight-rail system, which is the cheaper configuration since there's no curve to fabricate. Sahuarita runs on the higher-cost side of Pima County housing, and most of the families I quote here are budgeting for the lift as a straightforward purchase rather than assuming a program will cover the whole bill.
With 24.1% of residents 65 or older — noticeably above the countywide average — I quote more stairlifts per capita in Sahuarita than in some of the younger commuter suburbs closer to Tucson, and I've gotten a good read on what actually gets funded here versus what doesn't. Where it can matter is outdoor access: because the Santa Cruz River here runs dry most of the year and only flows during monsoon season, I don't run into the same porch and entryway water damage I'd check for in a wetter climate, so exterior steps and landings are usually in decent shape going into a job.

The Arizona Long Term Care System's Elderly and Physically Disabled Waiver covers Environmental Accessibility Adaptations, and under AHCCCS Medical Policy Manual Chapter 1240 a stairlift can be approved when it's written into your individualized service plan — there's no fixed dollar cap, it's decided case by case. Worth a call — 520-790-7262 — but go in with the right expectation. PCOA's Home Repair and Adaptation Program materials name grab bars, wheelchair ramps, and shower chairs as covered adaptations; stairlifts aren't on that list. I'd treat PCOA as a source for the smaller safety upgrades around your stairs rather than the lift itself, unless they tell you directly otherwise.
The VA's HISA grant, handled through Southern Arizona VA Health Care System at (520) 792-1450, tops out at $6,800 for a service-connected condition (or a veteran rated 50%+ service-connected) and $2,000 for a non-service-connected one — but that money goes toward ramps and structural changes, not the removable stairlift itself. The lift is usually covered separately through VA Prosthetics or an SAH/SHA housing grant, which is the route most Sahuarita veterans end up on.
